fixed an issue with biome compound colormaps
- fixed force particle tint in block mods
- added sanity checks for vista translucent render types. if a mod breaks it for whatever reason mod should crash on world load
- fixed an issue with fluids due to last update
- added an aggressive, on by default, particle rate limiter. might worsen the look of some packs (or make them way faster if they are not optimized). turn off for best looks.
