Update pack version to 69
Because of changes to Resource Packs in 1.21.5, this update is only for 1.21.5 and later. Older versions can still use older releases.
- Update to 1.20.4
Update pack format to 18 for 1.20
Note: this will cause an error on versions older than 1.20.2, but that can be ignored.
