- Added ru locale (thanks digitalguilt!).
- 'farmed-farmland-turns-into-dirt' now applies to plants with empty configurations.
- More config.yml values are reloadable.
- 'verbose-denial' disabled for operators.

- Dark Bone Meal success rate now specified in the right-click message when the plant is in darkness.
- Added 'farmed-farmland-turns-into-dirt' global chance.
- Added locale support with color and formatting capabilities.
- Added de, en, es, and fr default locale files.
Fixed death rate and dark death rate behavior, Bone Meal success rate messages disabled for operators, added two new modifiers: 'needs-hoe-for-drops' and 'needs-hoe-for-farmland-retain'. Link to the custom biomes topic added to the config.yml.
