Added Sable 2.X.X support

Summary

• add a client config enum for extra tooltip info visibility
• default the extra tooltip info to NEVER
• support ALWAYS and WITH_GOGGLES modes

Detailed tooltips for blocks have been added. If the “Create” mod is installed, they are only visible when engineering goggles are equipped.

A bug that caused honey glue to appear has also been fixed.
