Added wind turbine, generates forge energy based on the dynamic wind speed, high elevation generates more and more consistently.
Wind is now faster and more constant at higher elevations compared to areas around it
Fixed blocks breaking speed, harvestability, breaking particles

Aesthetic_Only_Mode tested and used more, puts weather mod in a mode where you only get wind and particles, great for more peacefull servers, forces on overcast mode so it reacts to
vanilla rain instead of overriding it
Winter_Wonderland setting allows for snowstorms everywhere
Added config for each weather2 sound source, leaves blowing in wind sound now default off until I refine it further

Fix anemometer/wind vane not correctly checking if theyre outside
Mod now uses global rates mode by default, so every 3-10 days, instead of 10 tornadoes spawning on a group of 10 players, its just 1
A deadly storm wont spawn right away on a new world, instead will wait the default 3-10 days before trying.
